The“Women Leaders in an Era of Change” conference was held by IF in collaboration with Woodrow Wilson International Center for Scholars (WWICS) at the Marriot Hotel in Amman/ Jordan from May 30 to June 1, 2013. The conference how Iraqi and other women parliamentarians in the Middle East and North Africa (MENA) can take advantage of opportunities given the regional changes resulting from the Arab Awakening. This conference, organized by the Iraq Foundation and the Woodrow Wilson International Center for Scholars, was the second to pair Iraqi women parliamentarians (IWPs) with women members of parliament (MPs)from the region, following the “Women’s Political Participation” conference in June 2012.

These reports were shared on December 31, 2013 with all Iraqi and regional women MP participants in the 1st and 2nd Regional Meetings.

On December 31, IF shared by email, the “Women In The Council Of Representatives Lessons Learned and Case Studies Report” with all Iraqi, Regional Women MPs participants in the Incoming Women Parliamentarians Program (IWPs) of the PEDP and with participants in the 1st and 2nd Regional Meetings for Women MPs from the MENA Region.  The report serves as a best practices and case study report.

IF has successfully held the 12th Peer Networking Meeting (PNM) for Incoming Women Parliamentarians (IWPs) on November 24, 2013 at the Constitution Hall of the Council of Representatives (CoR).  The PNM was headed by Ms. Shatha Al-Rushdi, Project Coordinator-IF Baghdad, and attended by Mr. Ahmed Hameed, Project Assistant, IF-Baghdad Office. 7 Women parliamentarians participated in the meeting.  This meeting discussed the 3 following themes:

1- The nomination for the forthcoming elections in 2014, presented by Ms. Golshan Kamal, Member in Independent High Electoral Commission (IHEC).

2- IHEC view on the successes and failures of Iraqi Women MPs in the current parliamentarian cycle. The theme was presented by Mr. Mohsin Al-Musawi, IHEC member.

3- The experiences of the re-elected Iraqi Women MPs and how the women MP won a 2nd time.  This theme was presented by 2 Iraqi Women MPs: Dr. Samira Al-Musawi and Ms. Jinan Al-Ibraisam.

The PNM was concluded with the following recommendations:

  • The need to gather information of each parliamentarian candidate, before participating in the elections, and before having a written pledge from the candidate
  • Voters should review the voters’ record in order to get the electoral card, and recommend making an electronic electoral card
  • Emphasize the importance of CSO election monitoring
  • Encourage CSO representatives to help IHEC on electronic electoral registration
  • Increase media campaigns to encourage electronic electoral registration.  Such campaign needs joint efforts
  • Emphasize the importance of women’s role in the coming elections
  • Exclude from the women quota, the women parliamentarian candidates, those who win their seats directly
  • IHEC needs to educate voters on the qualifications of candidates to discourage them from voting on the basis of familial or clan ties
  • Activate the education role of CSOs in educating voters on electing women
  • Increase media campaigns on women elections
  • Involve IHEC members on conducting educational sessions to encourage people to participate in the elections; Perform these sessions in so-called hot spots
  • Emphasize the role of mobile teams in order to work on updating voters’ records.
  • Work diligently during the election process to build up public support for the election of qualified women MPs to serve another term.

The Iraq Foundation (IF) has successfully held the 11th Peer Network Meeting (PNM) of the Incoming Women Parliamentarians Program (IWPs) on October 2, 2013 at the Constitution Hall of the Council of Representatives (CoR).

The PNM was headed by Ms. Rend Al-Rahim, IF-Executive Director, and attended by 4 IF-Staff.  8 women parliamentarians participated in the meeting.

This meeting has discussed the following topics: the draft Elections Law, and the parliamentary elections of 2014. The topics were presented by the 3 following speakers: 1- Mr. A’adil Al-Lami, first Head of the High National Elections Commission;  2- Ms. Fa’eza Babakhan, Member in the National Committee/ activist in women rights; 3- Judge Srour Abd Hantoush, active Commissioner in the Independent High Elections Commission (IHEC). By the end of the meeting, they agreed on number of suggestions to serve Women MPs on the coming elections.

On November 11 2012, IF successfully held the Incoming Women Parliamentarians’ (IWPs) 10th Peer Networking Meeting (PNM) in Baghdad. 19 Women MPs attended and discussed the draft law of the Federal Council.

On November 8, during an IF-organized meeting between British MP Ms. Meg Munn and several Iraqi Women MPs in Baghdad, IWPs highlighted the positive impact that the Iraq Foundation has had, specifically in promoting greater cooperation across different groups, and enhancing greater confidence in engaging with the media.

On July 16, the Iraq Foundation held the 9th Peer Network Meeting (PNM) for the Incoming Women Parliamentarians (IWPs) in Al Rasheed Hotel-Baghdad.  The meeting was headed by Ms. Rend Al-Rahim, Executive Director of the Iraq Foundation, and 5 of IF Staff. 22 Iraqi Women MPs attended the meeting.

The IWPs-9th PNM discussed the details and goals of the proposed Cross-Regional Network that was recommended for establishment during the Regional Meeting for Women Parliamentarians from the MENA Region in June 9 to 11.

The participants discussed 4 following topics:

1- Goals of establishing the Cross-Regional Network for Women in the MENA Region

2- The Organizational Structure of the Cross-Regional Network

3- Membership in the Network

4- The sustainability mechanism of the Network

On June 9-11, 2012, IF held the Regional Meeting of Women Parliamentarians from the MENA Region in Amman, Jordan in collaboration with the Woodrow Wilson International Center for Scholars (WWICS) and supported by the United Nations Entity for Gender Equality and the Empowerment of Women. The conference aimed to expand Parliamentarians’ horizons, exchange successful methods for overcoming challenges, and facilitate communications among Parliamentarians.

The regional meeting explored how Iraqi and regional women parliamentarians in the Middle East can increase their effectiveness through networking, building alliances, and improving women’s leadership. The goal of the conference was to pair Iraqi women parliamentarians (IWPs) with experienced members of parliament (MPs) from the region and throughout the world. Participants from throughout the region discussed methods for strengthening women’s political participation by sharing their personal and professional experiences, knowledge, political achievements, and best practices.  At the end of the conference, participants agreed upon a 15-point set of recommendations on the topics discussed above and on future needs of women MPs, including the establishment of a cross-regional network.

A total of 36 participants attended the meeting including Iraqi and regional Parliamentarians, international experts, IF Staff, and WWICS Staff.

On January 18, PEDP Incoming Iraqi Women Parliamentarians (IWPs) held their 8th Peer Networking Meeting at the Constitutional Hall in the Parliament Building. The meeting discussed the 2012 budget including revenues, expenditures and allocations, parliament committees’ demands, and the budget’s most important development related features. The meeting was chaired by Dr. Amira Al-Baldawi. Guest speakers included: Mr. Ubaid Mahal Freih, Deputy Secretary General for Finance and Administration in the Council of Ministers, and Economic expert, Ms. Salam Smaysem. Ms. Smaysem explained the concept of social welfare and the social welfare criteria followed by legislative bodies while analyzing the budget.

IWPs – 8th Peer Network Meeting – January 18, 2012.

 

 

On November 23, PEDP Incoming Iraqi Women Parliamentarians (IWPs) held their 7th Peer Networking Meeting at the Constitutional Hall in the Parliament Building. The meeting was held in collaboration with the National Democratic Institute (NDI) and covered the promotion of effective communication between MPs and their constituents. NDI presented the results of their polling including Iraqis’ yearning for a more responsive government and Iraq’s challenging  environment for women. NDI then offered suggestions to help translate key poll results into effective messaging to constituents. The meeting included a Q & A session and introduced participants to USIP’s SENSE training program.
